• Needs. The proposal should describe why the selected agency need the designed training.
• Participants. It should clearly indicate the potential participants of the designed program (i.e., general employees, managers, or all members.)
• Topic. A training topic should be determined.

Fraud, Red Tape, and Stigma. Is it too easy to receive welfare assistance or too hard? Some people who are not legally or ethically entitled to public benefits are able to obtain them through fraud or abuse; meanwhile, many people who are eligible to receive public assistance do not – either because the process of applying and qualifying for benefits is too onerous, or because they are deterred by the stigma of receiving “welfare.” First, describe this dilemma in some detail by providing examples from recent news coverage and/or academic literature. Then, try to identify the root causes of these problems, and propose policy or administrative remedies to ensure that public assistance reaches those who are lawfully entitled, those who are most deserving, and/or those who have the greatest needs.
Practice applying the concepts learned in the course to analyze a specific social policy or urban planning issue.

Parameters:
• Approximately 5-7 single-spaced pages (2,500+ words), plus references and any tables or illustrations you wish to include.
• Begin the paper with a descriptive and inviting title. Do not include an executive summary, but do provide an introduction section that summarizes the topic and approach of the paper. Use subheading to organize the body of the paper. Conclude with a conclusions or recommendations section. At the very end, provide a list of references cited.
• As always, cite the source for all data and ideas you borrow. If you borrow ideas or language that you used in another writing assignment for PPD 628 or another course, you must cite it appropriately just like any other source material.
